William H. Seward had been previously been sworn in as Governor of New York in 1839. On 31 Aug 1841, after several leads into the death of Mary Cecilia Rogers had fallen through, he issued a $700 reward to be paid to "whosoever shall give information resulting in the conviction either in this state or the state of New Jersey, of any person guilty of the said crimes"
